Sistem Penunjang Keputusan Penempatan Bidan PTT Di Kabupaten Tapin Menggunakan Metode Gap (Profile Matching)

Sistem penempatan bidan PTT yang dilakukan oleh Dinas Kesehatan Kabupaten Tapin yaitu dengan memberikan kebebasan kepada bidan untuk memilih dari salah satu Pusat Kesehatan Masyarakat pilihan penempatan, dan bidan yang terlebih dahulu mendapatkan Pusat Kesehatan Masyarakat pilihan penempatan, langsung diputuskan untuk ditempatkan pada Pusat Kesehatan Masyarakat pilihan tersebut. Akibat hanya melihat pada kondisi salah satu kriteria bidan, maka Pusat Kesehatan Masyarakat yang telah ditempatkan oleh bidan PTT kebanyakan tidak tepat penempatannya, dikarenakan bidan tersebut tidak dapat memenuhi kriteria yang dibutuhkan oleh Pusat Kesehatan Masyarakat tersebut.

Artikel ini  menyajikan sistem pendukung keputusan untuk penempatan pegawai tidak tetap/PTT bidan  mengunakan metode GAP atau profil matching sehingga kriteria yang menjadi kebutuhan Pusat Kesehatan Masyarakat penempatan dapat diterapkan secara optimal. Model matematika GAP atau profil matching merupakan sebuah metode untuk membandingkan kriteria-kriteria terhadap kriteria yang menjadi acuan agar ditemukan nilai dari masing-masing profil yang telah ada. Dengan mencari selisih GAP dengan membandingkan akumulasi nilai kriteria berdasarkan bobot dengan standard nilai qualisifikasi yang ada, dengan hasil akhir berupa memenuhi syarat atau tidak memenuhi.

Abstract

Non-Permanent Employee of midwife Placement System conducted by Tapin District Health Office by giving midwives freedom to choose from one of the selected Placement Health Centers, and midwives who have previously obtained a Placement Health Center of placement choice, were immediately decided to be placed at the Community Health Center option. As a result of only looking at the condition of one of the midwife criteria, the Public Health Center which has been placed by the Permanent Employee of the midwife is mostly improperly placed, because the midwife is unable to meet the criteria required by the Center for Public Health.

This article presents a decision support system for non permanent employee / PTT of midwife using GAP method or matching profile so that the criteria for which the Public Health Center of placement can be applied optimally. The GAP mathematical model or matching profile is a method for comparing criteria against the criteria for which the values of each of the existing profiles are to be found. By looking for GAP differences by comparing the accumulation of criterion values by weight to the existing standard of qualification, with the final result being qualified or not fulfilling.
